With these issues in mind, on the eve of the “12th Five-Year” Petroleum and Chemical Industry Development Conference and the 2011 China Chemical Industry Park Development Forum, the reporter interviewed Yang Ting, secretary general of the Chemical Industry Park Working Committee of the China Petroleum and Chemical Industry Federation.

Reporter: Please tell us about the development of the Chemical Park during the “Eleventh Five-Year Plan” period in China. What unique parks have been formed?

Yang Ting: During the “Eleventh Five-Year Plan” period, China’s chemical industry park construction progressed in depth. Large-scale comprehensive parks and professional and characteristic parks became the focus of development. A number of chemical parks with unique characteristics were formed to promote the scientific and intensive industry. Reporter: During the "Twelfth Five-Year Plan" period, how should China's chemical parks develop, and what tasks will the Park Committee focus on?

Yang Ting: The “Twelfth Five-Year Development Guide for Petroleum and Chemical Industry” to be released at the “Twelfth Five-Year” Petroleum and Chemical Industry Development Conference will provide a clear plan for the development of industry agglomeration. The "Guide" proposes the construction of a batch of chemical industry parks with standardized management, outstanding features and supporting industries. The park should do a good job of planning and guidance, optimize entry projects, strengthen public services, strengthen safety and environmental protection, and improve logistics transmission, so as to form an “association of enterprises, centralized support of supply, efficient transmission of logistics, comprehensive consideration of the environment, comprehensive utilization of circulation, and continuous improvement in management”. During the “Twelfth Five-Year Plan” period, the park committee will combine the different needs of different parks in development and invite industry experts and scholars to discuss how to choose a better park, save land, and the source of raw materials in the developing park. Reporter: Bavaria, Germany intends to strengthen investment and cooperation in China's chemical industry park. What does this mean for the development of China's petrochemical industry?

Yang Ting: Bavaria is in a leading position in the economic development of Germany. There are a large number of chemical companies in the state. The state's Ministry of Economy, Infrastructure, Transportation and Technology is implementing a project on upstream and downstream integrated industrial clusters in the petrochemical industry, and plans to replicate them in other clusters. At present, the Bavarian State has already initialed a cooperation agreement with Shandong Dongying Economic and Technological Development Zone. At the same time, at the German Development Forum Forum in Germany, the German side will introduce the cooperation model with the Dongying Economic and Technological Development Zone.

In this cluster model, investment is only a part of it. It also includes research and development, standardization, and construction. The initial plan of the German side is: In the next five years, Germany will choose 5 to 10 key parks in China for industrial cluster investment and cooperation.

Germany is a global leader in the fields of chemical industry technology R&D and industrialization, and has extensive experience in the planning and investment of multiple affiliates in industrial clusters. The cluster model was copied to China and combined with China's chemical industry park. We think this is a better way. We believe this combination will play a role in promoting the development of China's petrochemical industry.

Reporter: At the 2011 China Chemical Industry Park Development Cooperation Symposium, representatives of the park will sign the “Declaration on the Cooperation and Development of China Chemical Industry Park”. What is the original intention of the declaration?

Yang Ting: The 2011 (first) China Chemical Industry Park Development Cooperation Symposium was held the day before the industry development conference and the park development forum. Representatives from more than 30 parks will sign the “Declaration on the Cooperation in the Development of China Chemical Industry Park” and jointly commit themselves to: take more social responsibilities, be the manufacturer of quality and safety products, and be the main bearer of energy conservation and emission reduction targets.
