The Regulations on the Prevention and Control of Motor Vehicle Pollution in Liaoning Province stipulates that regular inspections of environmental protection shall be carried out for motor vehicles in accordance with relevant regulations. The periodic inspection cycle for motor vehicle environmental protection should be synchronized with the safety technology inspection. The methods and technical specifications for environmental protection periodic inspections shall be determined by the provincial environmental protection department in combination with air quality conditions and motor vehicle pollution prevention and control, in accordance with national or provincial emission standards for motor vehicles, and shall be announced to the public. Newly purchased clean energy vehicles and newly purchased light-duty gasoline vehicles listed in the national environmental protection standards are exempt from environmental inspections when registering.
In addition, this local regulation of Liaoning also stipulates that if the motor vehicle is inspected and does not meet the emission standards for the motor vehicle in use, the environmental protection department shall not issue the environmental protection inspection mark and shall not drive on the road.
