The beneficiation recovery rate must be more than 80% (except for associated ore tailings utilization). If the requirements of the fluorite industry access standards are still not met after July 1, 2011, the local government will order them to stop production for rectification, and the production will be resumed only after the acceptance of the experience. Newly built and reconstructed expansion fluorite mining projects that do not meet the access standards will be required. The competent authority may not approve, and financial institutions may not provide loans and credit support. Land and resources, economic and trade, construction, planning, environmental protection, fire control, public health, industry and commerce, quality inspection, safety supervision, and other departments may not handle the relevant procedures.
The Provincial Economic and Trade Commission will, together with the Provincial Supervision Department, the Environmental Protection Department, the Ministry of Land and Resources, and the State Administration of Work Safety, conduct annual assessments on the fluorite mining and selection industries and the remediation work of the fluorine chemical industry. If the task of rectification is not completed on schedule, administrative accountability shall be exercised for the leaders and responsible persons of the relevant municipal, county (district) governments and functional departments, and “one-vote veto” shall be implemented in the evaluation of environmental protection and safe production.
