The ability to construct these projects quickly and well is related to a number of support policies that the country had originally enacted. These policies included land preferences, tax incentives, improvements in the investment soft environment, preferential mineral resources, regional cooperation, and counterpart support. The first large-scale fertilizer plant built in southern Xinjiang was the result of counterpart support from Guangzhou Petrochemical and Liaoning Huajin Group.
Regarding the view that the development of western development is slow, Li Zibin believes that the difficulties and problems currently existing in the western region are the result of long-term accumulation. Some are old problems accumulated over hundreds of years, not five years, ten years, or two decades. Can be solved. The development of the western region is a long-term and arduous task. It requires the unremitting efforts of several generations of people, and is eager to achieve the ideas and practices. It is easy to develop practices that are not customer-oriented and practical.
Li Zibin said that the country’s next step is to continue to increase its infrastructure construction. The four main infrastructures for transportation, energy, water conservancy, and communications are mainly improved. At the same time, we must also do four tasks: first, solve the problem of water shortage in the western region as soon as possible; second, protect the ecological environment, including the protection of natural forests and returning farmland to forests and grassland; and third, build a harmonious society and do a good job of education and sanitation in the local area. Work; Fourth, optimize the industrial structure.
Li Zibin said that there are coal, oil, natural gas, and industrial salt in the west, which are prerequisites for the development of petrochemicals. As long as oil and chemical companies play these advantages, the pace of western development can also be accelerated because the basic role of the oil and chemical industries cannot be replaced.
