In view of this, the Outline of the Eleventh Five-Year Plan for Economic and Social Development in Hubei Province proposes that we must start with solving prominent problems that affect economic and social development, especially those that seriously endanger people's health, control sulphur dioxide emissions, increase industrial smoke and dust emission standards, etc. Speed ​​up urban air pollution control. Strict implementation of emission permits, deadlines for governance and construction projects environmental impact assessment system, and resolutely shut down companies that severely pollute the environment and destroy ecosystems. The emissions of major pollutants have been reduced significantly, and the trend of ecological deterioration has been basically contained. Hubei Provincial Environmental Protection Bureau also requires that new thermal power plants must be desulphurized, and existing power plants that burn high-sulfur coal must also gradually build desulfurization facilities. Before the end of 2004, the coal-fired power plants with sulfur dioxide emissions exceeding the standard are required to install desulphurization facilities before the end of 2010. The thermal power plants that have been put into production for more than 20 years or have an installed capacity of 100,000 kilowatts or less will be reconstructed or shut down in a limited time. At the same time, Hubei Province will implement electricity desulphurization power plants preferential access to the Internet, and its on-grid tariffs and other preferential policies.
It is understood that in accordance with the system of total pollutant control, the province will reduce its sulfur dioxide emissions by 2% this year.
Reduce "two volumes" 10% in five years in Hubei
The reporter learned from the Hubei Provincial Environmental Protection Working Conference held on May 8 that the two targets of sulfur dioxide and industrial solid waste emissions determined by the “Tenth Five-Year Plan†of the province were not completed on time.
