The "Notice" pointed out that the development and construction of the monitoring system for overloading and speeding of commercial concrete mixer trucks in Hangzhou is an important measure to implement the scientific concept of development, achieve safe production, ensure the safety of people's lives, and to unify and standardize the commercial concrete in Hangzhou. The enterprise market order is an important measure for the healthy and stable development of the industry. The main network of overload monitoring system for concrete mixers in Hangzhou is under the unified management of Hangzhou Commercial Concrete Management Station.

The "Notice" requires that the company's main responsibility for production safety should be effectively implemented and the safety management of concrete mixer trucks must be strengthened. If a company violates the requirements of this notice, the municipal management station and the construction administrative department at all levels shall order it to make correction within a time limit; if the traffic safety fatal accident is caused due to overloading and the enterprise bears equal responsibility or more, the enterprise shall be ordered to suspend production for rectification while limiting its concrete supply market behavior.
